Dr. Jimmy Rich, Senior Manager
Dr. Jimmy Rich has worked on numerous agricultural projects worldwide. He has consulted internationally in more than 15 countries with small holder and agribusinesses in frontier and developed markets including the Caribbean, Asia, Africa and South and Central America and Europe, on agriculture and biomass production and agricultural products. Rich was the director for two nonprofit organizations to distribute planting and harvesting equipment to developing countries and to promote understanding of crop protection in South America.

Rich is involved in the development of projects for large companies in renewable energy, agriculture, aquaculture and retail. He has been part of teams which conducted feasibility studies and sought project financing in the form of both grants and private equity.

Rich has worked as professor in agriculture with the University of Florida. He is well published with over 300 research and extension papers. Rich holds a Ph.D. from the University of California and a M.S. from the University of Georgia in Crop Protection.


Dr. Tawainga Katsvairo, Senior Manager
Dr. Katsvairo is a successful project manager and advisor in renewable energy and emerging markets. He has a proven track record with a range of clients, including start-up business and high asset-based, publically-traded companies. He combines technical expertise with knowledge in financing and a strong command on policy. Katsvairo, well versed in project development, is involved in projects with a portfolio value of over $312 million.

Katsvairo is a technical advisor on emerging markets in Africa and South and Central America. He assists clients on direct market entry and expansion, government regulations, and navigating Africa and Latin America’s complex operating environments. He has excellent skills in working within culturally diverse environments.

Author of over 70 publications, Tawainga Katsvairo earned his M.Sc. from Michigan State University and a Ph.D. from Cornell University. Tawainga is also a board member of the Tallahassee Symphony Society.


Dr. Penny J. Gilmer, Senior Manager
Dr. Penny J. Gilmer has researched and managed federal- and state-funded ecology and environmental conservation projects through the university system, sometimes in collaboration with private organizations, for over three decades. Gilmer is a recognized leader on gender in STEM fields. She has edited several articles and one book on women in STEM and is currently finishing another book in this area. She serves in the capacity of leadership positions with several organizations that seek to promote advancement of women in science-based careers and in addressing other challenges faced by women.

Since 2010 Gilmer has been part of consulting teams focused on project development for small and large businesses. Using her grant writing skills and innovative scientific skills, Dr. Gilmer has been part of a successful team that has assisted in project financing to bring innovative ideas to commercialization. Gilmer has two doctorates: one in Biochemistry from University of California, Berkeley, and the other in Science Education from Curtin University of Technology (in Western Australia).


Mr. Robert Bruggner, Senior Manager
Mr. Robert Bruggner is the senior business development officer and analyst for Arc Horizon. He evaluates projects for feasibility and viability. Mr. Bruggner leads Arc Horizon collaborative efforts to develop strategic marketing process for the farm grown oysters in the Florida Panhandle to market boutique panhandle oysters for greater revenues.

Prior to joining Arc Horizon, Bruggner worked as a senior vice president in a Technology company where he grew annual territory revenue sales from $275,000 to 15.4 million over a three-year period while developing a company model for staff development and implementation services.

Bruggner has been an instructor at the Florida State University and Florida A&M University. He holds a M.Ed. in Mathematics Education and B.S. in Business Management. Both degrees are from Florida State University.


Dr. Angela Natilla, Senior Manager
Dr. Natilla oversees the biotechnology R&D team. The Arc Horizon team of technical experts develops proof of concepts and R&D through to commercialization of new technologies for clients. Dr. Natilla has extensive in molecular biology, biotechnology and nanotechnology and has designed nanotechnology platforms using virus-like particles. She has inserted foreign genes in viruses to produce recombinant viruses and virus-like particles. This advanced research has potential applications in diagnostics, drug targeting, vaccine development and molecular electronics. Dr. Natilla has expertise in food security.

Dr. Natilla has also developed vaccine candidates for the highly pathogenic animal diseases Avian Influenza Virus (HPAIV) - and Newcastle Disease Virus (NDV), which cost the poultry industry billions of dollars. The vaccine candidates she has developed hold potential for commercial application. In addition Dr. Natilla has developed edible vaccine candidates for hepatitis C virus using the cucumber mosaic virus. Hepatitis C, is a major disease worldwide, affecting millions of people and resulting in hundreds of thousands deaths annually.

Prolific writer, Dr. Natilla has authored numerous publications and received awards for her contributions to the science community. She holds a PhD in Plant Protection/Virology, a MS in Biochemistry/Molecular Biology, and a certificate of advanced study in Veterinary Medicine, University of Bari in Italy.
